The Consumer Satisfaction Team, Inc. (CST) is a non-profit organization staffed entirely by individuals in recovery from mental illnesses and/or substance use, and family members of people with mental illnesses and/or substance use disorders.

CST contracts with the Philadelphia Department of Behavioral Health and Intellectual DisAbilities (DBHIDS) to ascertain feedback from individuals and/or family of individuals who receive publicly funded behavioral health services.

As individuals and family members of individuals of publicly supported and funded behavioral health services, we are committed that individuals’ voices are heard to ensure that they are receiving services that are robust with resources that empower them to thrive.

CST is open from 9 a.m. to 5 p.m. every weekday.

Our Commission

When The Consumer Satisfaction Team, Inc. was created in 1990, it was the first organization of its kind in the country. Staffed entirely by individuals who have received behavioral health services and family members of individuals who have received behavioral health services, the agency’s goal is to ensure quality assurance from the perspective of the user of services.

The creation of CST began with the closure of the state-run psychiatric hospital, Philadelphia State Hospital, and the desire to give an active voice to those being discharged from the hospital and receiving community-based behavioral health services — as well as their family members, advocates, and the City of Philadelphia. CST continues to strive to ensure that their desires and needs are relayed to the DBHIDS so that they are considered in the design and delivery of community services and remain involved at all levels in the planning and implementation of those services.
